Penn's Landing may soon be home to 250 new apartments. Varenhorst's new tower, One Water Street, won't be part of the Delaware River Waterfront Corporation's master plan which calls for similar, albeit shorter, development on Penn's Landing.
The new building would stand just north of the Ben Franklin Bridge at 230 N. Columbus Blvd.
